Argentina Proposes AI-Managed Corporations

Argentine President Javier Milei has put forth a legislative proposal in Congress aimed at establishing a novel category of business entities: companies governed by artificial intelligence and autonomous robots. Milei is advocating for these "non-human corporations" to receive tax incentives and significant regulatory exemptions. If this legislation is enacted, Argentina would be the first nation globally to adopt such a legal framework.

The public announcement of this initiative has led to discussions about the possibility of these companies functioning entirely without human oversight. Notably, historian Yuval Noah Harari has emerged as a leading critic, asserting that traditional forms of accountability would not apply to AI-run corporations. He remarked, "The ultimate sanction that deters human executives and employees — jail — is irrelevant to AIs."

Nevertheless, the actual text of the proposed bill appears to be more measured than Milei's initial statements suggest. Even a "non-human" corporation would require a human administrator to manage its operations and bear responsibility for its outcomes. In response to concerns, Milei stated, "Granting legal personality to an AI company is not launching Terminator's Judgment Day."

In addition, the concept of "AI companies" along with the integration of blockchain technology into business operations is part of what Milei describes as Argentina's most significant corporate law overhaul in half a century. The government's goal is to position the country as an attractive and secure jurisdiction, particularly for what it identifies as the primary drivers of contemporary economic advancement: AI enterprises.
